Appearance
Looks like he's 20-25 years old. Black hair. 184 cm tall. Lean but muscular, somewhat boyish build. ONE elongated and pointy ear - the upper half of his left ear has been cut off. The pupils are like that of a cat. Irises are an intense ice blue. Several small scars on the face, but one in particular stands out. The scar travels from the side of his head, down over the cheekbone where it gets deeper, and close to the corner of the mouth. The upper lip is slightly misshaped at this place.Usually sports facial hair.
The elves don’t have cuspid teeth, but Velraen have prominent canines in both jaws as well as a more pointy shape of the upper and lower incisors. They’re not sharp but if he bites hard enough they will puncture skin.
Covered in scars of varying shapes and sizes.
You can tell he is an elf by the way he walks and moves. Smooth, fluid, precise.
Background
Born in the 1170s. Given up by his parents or somehow lost his parents and ended up with a Cat witcher when 5 years old. Wasn't necessarily actually from Aedirn, but the Cat told him so.
Went through the various trials without any major issues and were noted as being within the norm of expectations. Recieved extra experimental mutagens which didn’t seem to do much but give him weird teeth (and maybe some other stuff if I decide on it). He was an exchange student at Kaer Morhen with the Wolves during the time that Dyn Marv and Kaer Morhen actually were friendly with eachother. He learned their fighting style, among other things. He gained a Wolf bestie during this time.
20 years later, Velraen graduated with full honors and officially became a recognized witcher of the School of the Cat. He left with his fellow graduates and set out on The Path. Moved from contract to contract and killed monsters for coin like witchers do. He often partnered up with other witchers on The Path, and spent most winters with Dyn Marv and at Kaer Morhen.
Velraen was not part of the plot to kill Wolves during the Witcher Tournaments. He wasn't there when it happened.
Eventually took on contracts for killing humans and other intelligent beings. Whenever contracts for monsters were few, he turned to bounty hunting, assassinations, and a sword for hire. Being a Cat with no vow of neutrality and also bored by politics, he would preform assassinations for whoever paid him. He has not touched royalty. Too risky. And as a Cat, he took contracts from literally anyone who could pay him well - that includes monsters he normally would have slain.
1269: The Dyn Marv Caravan was captured by Nilfgaardian Soldiers where some Cat witchers died defending Dyn Marv. Velraen managed to escape along with Joël. He kept a low profile for a while after that.
With no Dyn Marv and barely being accepted by other schools because he is a Cat, he often spent winters at different Inns or people he knew. When some Cats tried to rebuild the Stygga Castle, he joined them instead. But the School of the Cat was as good as dead.
Velraen later integrated to the School of the Fox.
Personality

The school of the Cat witchers are known for being psychopaths, madmen, and sadists. While most cats have intensified emotions, Velraen is more emotionless than your average witcher - not only being a master at surpressing emotions and controlling them, but unable to experience them fully. What’s intensified is anger and rage, and he can go into a blind rage if provoked. Luckily for everyone, he has gained more control of the anger with age. On top of that, he takes a perverse and sadistic pleasure in killing intelligent beings. Begging and pleas fall on deaf ears. While this sounds like the description of a serial killer, Velraen sticks to contracts.
While having extremely blunted emotions himself, he does understand them in others and can have sympathy for other people. He has a surprisingly good hand with children.
Fairly social and chooses company over solitude when possible.
Velraen has been given the option to fix his emotions at School of the Fox but turned it down, claiming he'd rather not torture himself with such things.
Comes off as nonchalant. Respectful towards most authority. Mostly loyal to coin, but also to close friends and other witchers.
Opportunistic, enthusiastic, acts in the moment, doesn't hold back information and can talk for hours, unafraid of going against the rules, go big or go home, enjoys drama as long as he isn't the center of it, fun-loving and comfortable working in chaos and wants to bring others along for the ride, reckless, non-judgemental, ruthlessly pursues his goals

Elves are as a rule not used for witchers. However, there has always been rumors about the Cat school using a few elves, Velraen is one of those few and he was lucky enough to survive. What else can you expect from a school made up by people who don't play by the rules?
Witcher genetic mutations

Boosted immune system, resistant to disease and poison. Poisons do make him feel like shit and can have the intended effect, but it only last for a few minutes until his body has processed it.

Enhanced strength, speed, reflexes, endurance, hearing, smell, vision, stamina. Way stronger than he looks but absolutely not the physically strongest witcher around.

Regenerative healing factor: recovers quickly from injuries. Can recover even faster thanks to elixirs.

Demi-immortality: A witcher’s lifespan is unknown since no one has died of natural causes. Their cellular senescence is drastically reduced, and no one knows whether they are semi-immortal or have a life extension. Who knows how this has affected Velraen's physiology.

Magic: A simple form of combat magic known as Signs, as well as sensitivity to magic traces and what can be described as heightened intuition.

Sterility and heightened libido which are side-effects of the other mutations

Verses
If it fits, Velraen sits. No specific verses as of yet. He can be in a Witcher-verse or other fantasy settings where a witcher would fit. He can be in modern verses where a witcher would fit too, such as Supernatural. He will not be played without his mutations (for now, or maybe permanently).
I probably don't remember what details happen where in the different Witcher media. Velraen was created while I was reading the books and playing WH, and I fell in love with the kittycats, so there's that.
